The Committee reviewed the "GMER" learning objectives and measurement tools, as well as the procedures that have been prepared for assessment of graduates' outcome competences in the eight leading medical schools in China. Once more the relevance and importance of all seven 'GMER' domains was confirmed. As assessment is a major force in driving education, the Committee very carefully reviewed the preparation for the forthcoming pilot evaluation and decided that all seven-year students' at all eight schools must be assessed simultaneously. Of the sixty (60) "GMER" competencies, 36 will be assessed using a 150-item multiple-choice examination (MCQ), 15 will be assessed using a 15-station Objective Structured Clinical Examination (OSCE), and 17 will be assessed using a 19-item faculty observation form.  Some competencies, however, will be assessed by more than one instrument. The exam data will be collected and will enter the IIME master database for analysis and score reporting. The reliability and credibility of collected data will be established through statistical analysis, independent comparative analysis and international expert review. The IIME Core Committee, with the assistance of experts in standard-setting, will be involved in the final stage of standard-setting to determine levels of performance that meet international minimum essential standards. The reports, as suggested by the IIME Core Committee will be distributed to the Ministers of Health and Education and the Presidents/Deans of Medical School. Students will be briefed about their weaknesses and strengths, and will receive a diploma/ performance certificate, confirming their participation in the international competency examination. Reports will be provided across "GMER" domains and medical specialties. Significant attention was given to the confidentiality of exam data.

In general, the Core Committee valued very highly the assessment plan and timeline, and expressed their appreciation for the extremely fast and innovative way the IIME project has been implemented. It was also stressed that the use of aggregated student performance data to determine school's educational achievement has never been done before, and as such, this project will also break new ground in the area of school-level assessment.

As a part of this discussion, the Core Committee recommended establishing a project on "international standard-setting" that is of fundamental importance both for projects in China and for international medical education.

Finally, a few members of the Committee expressed the intention of inviting the IIME to conduct Phase II-like assessments of students in their countries.
