Dr. Melnick is the Senior Vice President at the National Board of Medical Examiners (NBME) and Vice President, Division of Evaluation Programs. He received his MD from Loma Linda University and is a diplomate of the NBME and the American Board of Internal Medicine. Prior to his appointment at the NBME, Dr. Melnick was an Associate Professor in the Departments of Medicine and Pharmacology at Marshall University School of Medicine. He is a Fellow of the American College of Physicians (ACP), American College of Medical Informatics, and American College of Physician Executives. He has published numerous articles on the assessment of physicians' clinical competence. During his tenure at the NBME, Dr. Melnick led developmental efforts for the NBME's two research and development activities in clinical skills assessment, the computer-based case simulation, and standardized patient projects. He was primarily responsible for the implementation of the United States Medical Licensing Examination and is leading efforts to enhance that examination through computer-based testing and improved clinical skills assessment.

As Vice President for Evaluation Programs, Dr. Melnick is responsible for all test design and development issues (including all test committees) for Steps 1, 2, 3, SPEX, and Subject Tests. He also supervises the Assessment Center project team, the Standardized Patient R&D team, and the Clinical Case Simulation R&D team. As Senior Vice President, he supervises the USMLE Secretariat, coordinates all cross divisional USMLE issues, directs the implementation efforts for CBT and SPs, coordinates all NBME R&D (and the Medical Education Research Fund), and conducts NBME strategic planning.
